Who are the Garbage Rogues?

Garbage Rogues are companies (brokers) that do not own their own vehicles or have employees.  These companies (brokers) use subcontractors to remove garbage and waste and are not subject to public contract bidding standards (“lowest responsible bid”); thus, the subcontractors are not financially responsible for meeting the terms of the municipal contract (bonding). The only reason for a broker to use a subcontractor is because the subcontractor is unable to get a performance bond (financial backing) or appropriate insurance.
